The applicant requests review and recommendation of the Hammond Development Agreement. The applicant previously requested to do a zoning map amendment to their property to bring it into conformance with the Heavy Commercial designation on the General Plan. However, the City Council directed staff to draft a Development Agreement to allow the zone to stay as Mixed Use and put some guidelines into effect to help with the buffering of the development from nearby residential.
