Beckstrom Home Occupation Development Code Amendment

The applicant is proposing an amendment to Chapter 20, Home Occupations to address landscape and construction company home occupations.
The amendment primarily seeks to create a new conditional use allowance for home occupations on unique residential properties. The conditional use for unique properties only can apply to properties with over an acre in lot size and where the home occupation is applied for by the property owner, who must also be the current resident of the home. These two requirements will limit the number of potential larger scale home occupations. On top of this, the proposed Development Code amendment has conditions and requirements to limit on-site employees, limit off-site employees coming to the home address, and ensure that the property remains well maintained and organized. This section also discusses potential fencing, driving and parking plans, and how any material delivery must work.
The other large change is under the Prohibited Home Occupations section. Part of the reason for the original Code violation was that it was a construction business with vehicles and materials stored at the home. The current Code essentially limits legal construction related home occupations to a home office. The proposed Code amendment would continue to prohibit more impactful construction activities and larger vehicles but does not prohibit smaller vehicles or material storage.
