Beckstrom Home Occupation Development Code Amendment

The applicant is proposing an amendment to Chapter 20, Home Occupations to address landscape and construction company home occupations.
The amendment primarily seeks to create a new conditional use allowance for home occupations on unique residential properties. The conditional use for unique properties only can apply to properties with over an acre in lot size and where the home occupation is applied for by the property owner, who must also be the current resident of the home. These two requirements will limit the number of potential larger scale home occupations. On top of this, the proposed Development Code amendment has conditions and requirements to limit on-site employees, limit off-site employees coming to the home address, and ensure that the property remains well maintained and organized. This section also discusses potential fencing, driving and parking plans, and how any material delivery must work.
The other large change is under the Prohibited Home Occupations section. Part of the reason for the original Code violation was that it was a construction business with vehicles and materials stored at the home. The current Code essentially limits legal construction related home occupations to a home office. The proposed Code amendment would continue to prohibit more impactful construction activities and larger vehicles but does not prohibit smaller vehicles or material storage.

Hello my name is Bryan Beckstrom I am a resident of Lehi. I support the development code changes to chapter 20 regarding home occupations. Small business like B.E.S.T. Electric make up the values of lehi, bringing hard work and caring people to build a community. Mitchell and BreAnn gave me work when I was laid off and my wife was pregnant to help us through hard times a few years ago, even though I am not an electrician. They are very kind and generous people, they treat their employees very well and are a model of what a good business should be. I have seen them be involved in the community giving back in many ways since I have known them. During my time doing some consulting work for their business I was there at the property to help set up IT systems that they could use. I witnessed their daily activities and how they run their business. Their business was always inside of their accessory building never outside to public view, it did not make any loud noise or fumes. All deliveries of materials were done behind their house and I never witnessed employees or customers parking on the street. It was always done behind their business. In addition, this business has helped to support other local businesses and entrepreneurs in lehi as well. I hope that this amendment will not only help this business but also help many other construction businesses that are local and small to help encourage growth and support a local community.

-I support this change, I was raised in lehi, and moved back to make lehi my home to raise my son. Small businesses are something that is crucial to the fabric that makes up this city it has encouraged growth and brought the community together. I know many small home businesses in this city that I have used and worked with since moving back home from landscaping to construction. These home occupations have allowed people to make a living and provide local services in this city. These Blue collar fields that are essential to this community, should be allowed to operate if following guidelines. One of these is B.E.S.T. Electric this business has done a lot for the local community and Utah by providing services to local mines and industrial activities, in addition they are very involved in the city activities with their family. I have been to their property visiting over the years, they have always kept their business in their accessory building, and any deliveries have always been behind their property lines obstructed from view. I have never witness any business related activities causing disturbance, or nuisance when I have visited there multiple times. I hope this amendment will allow unique businesses like this to be encouraged to stay bringing in money into lehi to help sustain growth and development and encourage people from various skills and trades to make Lehi their home, instead of outsourcing to large corporations or other cities.
