The applicant, Bob Perdue, proposed a General Plan Amendment to Mixed-Use that was denied by the City Council. Instead, they directed Staff to work on this development agreement. The development agreement leaves the property commercial but allows 330 residential or equivalent residential units. It also requires that the applicant build a hotel. The hotel will take away some of the residential units, the number it reduces it by will be based on the size of the hotel.

The development agreement also specifies that the developer will build a trail to the Meadows Commercial area, include road connections to surrounding developments, and amenitize around the water.
