Background
A new commercial project called “The Collective” is currently going through Lehi City's approval process. It is located at the northeast corner of Timpanogos Highway and Morning Vista Road, and is expected to include a grocery store, retail shops, restaurants (both sit-down and drive-thru), and a bank.
Road Connection Requirements
Under the current City Code, Sunrise Way must be extended west to Morning Vista Road, where a new traffic signal will be installed.
However, the city is considering amending the code to allow the developer to request an exception – which would allow the developer to build a walking/biking trail instead of a road connection.
It's important to understand that even if the City changes the code, that does not automatically remove the Sunrise Way connection from the project. State and City laws require developers to follow the rules that were in place when they submitted their application. Since this project is already moving through the approval process, the City cannot enforce new Code Requirements on the developer. Amending the code would simply make it possible for the road connection to be removed— if the developer willingly decides to make the change.
Traffic Impacts
Current traffic on Sunrise Way: ~400 vehicles per day
If Sunrise Way Connects to Morning Vista Rd: Up to 3,500 vehicles/day projected
If a raised median is added on Mountain View Rd (blocking northbound left turns onto Sunrise Way): ~1,400 vehicles/day projected
Generally acceptable traffic volumes for local Streets is 2,500 vehicles/day
Note: Actual traffic may vary once the project is built. One approach is to build the Sunrise Way connection and monitor traffic on it before deciding whether to block left turns.
Important Note
If left turns at Mountain View Rd are blocked, one current route into the Crossing at Traverse neighborhood is removed — but a new route through the commercial site would be added.
Considerations
Adding the connection to the west will add another connection in and out of your neighborhood which will provide an additional route and options for you. It also will provide you with easy access to the future shopping center.
On the other hand, it will increase traffic on Sunrise Way.
